It seems that some people got an e-mail about this a little early. It was thought to be a hoax, especially because the links to the City of Heroes Going Rogue™ Press Release and Website were broken. However, it's been confirmed as real by none other than City of Heroes™ Power Designer Floyd "Castle" Grubb.
And, as player @NovaFang pointed out, judging by the Unsubscibe link at the bottom of the page, this will be part of, or all of, Issue 16 for City of Heroes™.

For over fifty years, Mad Magazine has been the response to the massive censorship brought upon the comics world. It showcased some of the greatest artists in comics providing us all a skewed look at everything. Now unfortunately it can't afford to remain a monthly magazine anymore and is going quarterly (along with this cut back, its children's and classic magazine line are also ending). I of course think firstly of the contributors. No longer have they been the "Usual Gang of Idiots," it was more so new blood contributing more and more to it. But it's not just those guys losing a source of income, it's also the institution of defiance through parody. The founder, William Gaines, defied the banned content of comics by simply making it a magazine as he lost the rights to publish his once successful line of comics. It's just weird seeing this being affected by the economy.
Of course I'm guilty since I haven't bought a copy since maybe 1995. ( source )
